GST on tobacco & pan masala after GST 2.0

Pan masala (2106 90 20) and cigarettes (2402) are in the 40% demerit slab. For pan masala, cigarettes and most tobacco the 40% rate applies from 1 February 2026, when the compensation cess ended; until then they paid 28% plus cess. Bidis and chewing tobacco sit on separate lines with their own rates.

Before you set the rate in your billing software, match the code to the item exactly: the first four digits name the heading, and the six- or eight-digit line decides the rate where a heading is split. When your supplier invoice shows a longer code, use that one.
